Moving swimming pool feasibility study forward is discussed

Mountain Lake City Council also hears about Active Living Plan grants

The Mountain Lake City Council discussed the idea of moving forward with the swimming pool feasibility study at the city government group’s Monday, May 4 meeting.

Council members considered dividing the cost between Mountain Lake Public School (the current location of an indoor swimming pool) and the city – and how the city would fund half, or all, of the study.

The public school will be contacted and the topic discussed at the next city council meeting.

Activity Living Plan grant application

The council learned that cities with Active Living Plans are eligible to apply for Statewide Health Improvement Program (SHIP) grants. Applications are due Monday, May 18. Mountain Lake is eligible to apply even though its Plan is not finished.

Thirteen projects in the draft Plan are eligible for SHIP funding.

The Active Living Planning Team will meet to select the projects that will be included in the application. Team members include Dana Kass of the Mountain Lake City Council, Mountain Lake City Administrator Wendy Meyer representing the City of Mountain Lake, local residents John Oeltjenbruns and Dolores Peters and SHIP Coordinator in Cottonwood, Jackson and Nobles Counties for Des Moines Valley Health and Human Services (DVHHS), Diana Madsen.

In other business

* Accepted the resignation of Eldon Quiring from the Mountain Lake Ambulance Squad, effective 4/1/15.

* Hired Jason Sumner as an EMT (emergency medical technician) with the Mountain Lake Ambulance Squad, effective 4/28/15.

* Learned that approximately 30 public nuisance warning letters have been sent out, with another dozen remaining to be distributed. Discussion was held on Chapter 8 of City Code and the steps in the abatement process.

* Heard a review from Rick Oeltjenbruns, Public Works Superintendent, on the gravel streets where dust control chemicals were used in 2014. Oeltjenbruns is recommending that those same streets be treated in 2015. Council members discussed streets that could be added to the list, and agreed to revisit the issue when 2016 capital improvements and budget are considered.

* Approved the purchase of a used lawn mower for street striping from Midway Farm Equipment of Mountain Lake for $1,500 on the recommendation of Oeltjenbruns. Oeltjenbruns had shared that the Street Department had been borrowing a resident’s lawn mower when streets are striped each year.

* Heard and reviewed the second reading of an ordinance amending Mountain Lake City Cemetery regulations.

* Authorized partial pay estimate #3 in the amount of $253,263.50 to the general contractor for the Well #7 Project, GM Contracting of Lake Crystal.

* Corrected the 2012-2014 Utility and Street Project assessment roll. City-owned property with parcel identification numbers had been inadvertently left on the assessment roll submitted to the Cottonwood County Auditor/Treasurer’s office. This measure removes them from the roll.

* Reviewed the data practices policies for data subjects and policy for ensuring the security of non-public data.

* Discussed the progress of cleaning out the house at 412 7th Street prior to demolition.

* Approved the purchase of new shades for the large south windows of the Mountain Lake Community Center. The building’s custodian will complete the installation.

* Closed the open meeting and opened a closed meeting, per attorney/client privilege, to disciuss the Mountain Lake Trail. When the closed meeting ended and the open meeting reopened, council members approved offering Ken and Rachel Yoder the appraised value of $1,600 for damages caused when correcting slopes to meet the Americans with Disabilities Act (ADA) requirements.
