Mountain Lake City Council sets parameters for a Kuechle Underground extension

Bids for Well #7 reviewed; award tabled until adjustments formalized

The Mountain Lake City Council discussed an extension for Kuechle Underground Inc. to complete the 2012-2014 Utility and Street Project, and set parameters connected to that extension at their Monday, July 21 meeting. Kuechle Underground is the general contractor on the project.

Kuechle had requested the completion date be pushed back to August 28. Council members support the request, but tabled making a formal decision until the next council meeting.

The Council gave directives to Kuechle that the asphalt work around Mountain Lake Public School and Mountain Lake Christian be completed by August 8 as the 2014-2015 school year begins on August 18. They also stated that Kuechle needs to remain in Mountain Lake and continue work to complete the project.

Karen Stoesz, a resident of 2nd Avenue, raised questions about and discussed the repair of curb, gutter and streets on the portions of 2nd Avenue, 5th Avenue, 6th Avenue and Prince Street that experienced settling issues following the 2012 construction season.

Quotes for the appraisals of representative parcels will be reviewed at the next council meeting.

Well #7 bid award tabled

Bids for Well #7 were reviewed. Adjustments that will lower the costs were determined after the bids were opened. Andy Kehren of Bolton and Menk, city engineer, is working with the apparent successful bidder to make those adjustments. Due to these changes, there will also be an adjustment to the financing.

The bid award was tabled until the next council meeting, at which time all adjustments will have been formalized.

In other business

* Approved the transfer of $3,521.38 to Mountain Lake Police Department equipment reserve funds, and $89,976.62 to Street Department equipment reserve funds. The figures represent the amounts the two departments under-spent their budgets after considering revenues and expenses. The funds are reserved for future vehicle and equipment purchases.

* Reviewed the revenues and expenses for the first half of the 2014 budget year.

* Approved the contract with Western Community Action, and also adopted the housing rehabilitation procedural guidelines with the Small City Development Program.

* Approved two tax-forfeited properties for public auction.

* Approved the resignation of Kevin Krahn from the Tree Commission.

*Closed the meeting on attorney/client privilege to discuss the 2012-2014 Utility and Street Project’s settling issue. No action was taken when the council meeting reopened.
