Public hearing on Mountain Power Hydraulics project expansion held during regular meeting

The Mountain Lake City Council reviewed the list of designations and appointments as part of their first meeting of 2014 on Monday, January 6. Noted were openings on the Utility, Planning and Zoning and Lake Commissions.

Public hearing on Mountain Power Hydraulics project expansion

At the public hearing, Tammy Omdal of Northland Securities, Inc., reviewed the modified redevelopment plan and tax increment financing (TIF) plan related to the business subsidy via telephone. The boundaries of Redevelopment Project Area #1, created for the Pop’d Kerns project, will be expanded to include a portion of the Mountain Power Hyrdraulics property. The TIF District will be created on that portion of the manufacturing company’s property.

The Mountain Lake Economic Development Authority (EDA), as the developer, will construct a 40,000 square foot building on the parcel of property. An estimated $2.2 million bond will be sold to finance the project. This bond will be repaid through a combination of TIF increment and lease payments.

After the public hearing was closed and the regular meeting reconvened, council members approved the modified redevelopment project and the establishment of the TIF District, as well as the adoption of both.

In other business

* Approved the hiring of Trey Hopwood, Jason Sumner and Andrew Windschitl to the Mountain Lake Fire Department.

* Accepted an $18,000 gift from the Mountain Lake Fire Relief Association.

*Approved a $.50 an hour increase for all non-union employees for 2014. As per union contract with the American Federation of State, County and Municipal Employees (AFSCME), members will also receive a $.50 per hour increase, as well as Law Enforcement Labor Services.

* Reviewed the seniority list. No action was taken.

* Approved payment #13 of $28,889.35 to the general contractor for the 2012-2014 Utility and Street Project, Kuechle Underground, Inc. Mayor Dean Janzen was directed by the council to represent the city at the Friday, January 24 mediation session with Kuechle and Bolton & Menk, Inc., and was given the authority to act on the council’s behalf.

* Reviewed the investment policy. No changes were made and the policy was adopted as presented.

* Reviewed the ordinance establishing rates, fees and administrative fines. It was pointed out that there are several changes from 2013 – water and sewer rates have increased and the two-year dog/cat license fee was increased from $10 to $15. The city will begin notifying residents when their pet license(s) expires. Following the review, the ordinance was adopted.
