GESP work order contract approved by Mountain Lake City Council

Wastewater Treatment Project moves on

The Mountain Lake City Council approved the work order contract for the Guaranteed Energy Savings Program (GESP) at its Monday, March 7 meeting, selecting McKinstry Co. LLC of Maple Grove for the project. In addition, council members decided to encumber funds of $5,423.80.

At the meeting was Josh Cowdery or McKinstry Co. He introduced himself to the council and noted that he is looking forward to working on this project with the City of  Mountain Lake.

GESP promotes awareness and implementation of energy efficient and renewable energy measures in public facilities to provide millions of dollars in annual energy savings.

GESPS helps by:

+ Soliciting and awarding site-specific requests for proposals from pre-qualified Energy Service Companies (ESCOs) to perform Energy Savings Performance Contracting (ESPC) services.

+ Evaluating the technical and financial feasibility of ESCO proposals.

+ Negotiating and awarding work order contracts to pre-qualified ESCOs under the GESP Master Contract to implement energy conservation measures.

+ Offering project management oversight of ESPC projects.

+ Providing technical assistance to ensure the ESPC Measurement and Verification Plan is properly performed throughout the performance period of the contract.

Wastewater Treatment Project moves ahead

Council members authorized Mountain Lake City Administrator Wendy Meyer to begin preliminary discussions with landowners for the new wastewater treatment pond facilities.

In addition, an updated preliminary engineering report was presented.

In other business

+ Discussed the city’s solid waste and citywide pickup contracts with Crystal Ella and Tom White of Hometown Sanitation. The council approved the contracts with agreed minor changes to be made by Mountain Lake City Attorney Maryellen Suhrhoff.

+ Learned from Street and Parks Superintendent Rick Oeltjenbruns that some seasonal campers were stored at Island View Campground over the winter. He asked council members if the city should be charging a storage fee. By consensus, the council decided on a charge of $100 per camper if wintering at the campground. Discussion was held concerning liability. Suhrhoff will draft a policy to address this concern. There have also been numerous requests for seasonal camping. The council decided to allow only nine sites to be used as seasonal camping. The decision was also made to charge a fee for items parked on a campsite, such as a boat. These changes were made to the campground policy.

+ Approved a gambling permit for a Mountain Lake Area Chamber of Commerce event.

+ Approved attaching unpaid utility bills.

+ Mayor Mike Nelson closed the open meeting at 7:45 p.m. to hold a closed meeting, per attorney/client privilege, to discuss an update on the City of Mountain Lake v. Ken and Rachel Yoder. The closed meeting was closed, and the open meeting reopened at 8:12 p.m. No action was taken.

+ Mountain Lake City Council meets the first and third Mondays of every month at 6:30 p.m.

+ Utilities Commission meets the second and fourth Thursdays of every month at 7 a.m.

+ Economic Development Authority (EDA) meets the second Friday of every month at 12 noon.

+ Lake Commission meets the second Monday of every month at 6:30 p.m.

+ Library Board meets the second Wednesday of every month at 4:45 p.m.

+ Police Commission meets the second Thursday of every month at 7 p.m.

+ Planning and Zoning meets the last Monday of the month, if needed.

+ Tree Commission meets quarterly – January, April, July and October – at 7:45 p.m.
