Mountain Lake City Council agrees to install new Wi-fi tower at campground

Mike Johnson of Hometown Sanitation was on hand to talk solid waste service with Mountain Lake City Council members at their Monday evening, February 1 meeting. The current Solid Waste Services Contract with Hometown Sanitation, which ends April 1, 2016, was reviewed.

Johnson discussed revisions to the contract Hometown is requesting, and asked if council members had revisions of their own.

The length of the contract, scheduled price increases and fuel costs were discussed.

Hometown Sanitation will prepare a draft contract for consideration by the council at a future meeting.

Conditional use permit for a Wi-Fi service tower at campground approved

The Planning and Zoning Commission considered the city’s request for a conditional use permit to erect a tower for Wi-Fi service at Island View Campground, in accordance with Mountain Lake City Code, at a public hearing and recommended the conditional use be granted – with the stipulation that a new tower be installed.

City Council members accepted the commission’s recommendation and approved the conditional use with the new tower stipulation.

In other business

+ Learned that United Prairie Bank (UPB) is asking that the city consider moving to Insured Cash Sweep (ICS), which is a different way of providing collateral tracking (pledging) for city accounts at the bank. ICS meets the requirements of state statute. The program was discussed, and the matter tabled. The council has requested that a UPB representative attend the next council meeting to discuss the issue in greater detail.

+ Learned that Blue Cross/Blue Shield has announced a grant opportunity for temporary, low-cost projects that contribute to the long-term goal of making a community more accessible to all types of physical activities – the Active Places Demonstration Project. Ideas were shared and discussed. Mountain Lake City Clerk/Administrator Wendy Meyer was directed to gather information about possible events for discussion at the next council meeting.

+ Adopted a resolution establishing procedures related to reimbursement bond regulations. At this time, the city intends to self-fund the power plant engine upgrades required by National Emission Standards for Hazardous Air Pollutions (NESHAP). This resolution is necessary if the city later decides to bond for the project.

+ Approved a resolution supporting increased Local Government Aid (LGA) following discussing. The Coalition of Greater Minnesota Cities had requested the city adopt the ordinance supporting the increase in LGA.

+ Reviewed and approved the Pay Equity Report.

+ Declared the Utility’s 1981 Chevy C70 Digger-Derrick truck as excess property, and placed it for sale.

+ Approved the January building permits. These included – Craig and Deb Faber, kitchen remodel and six-foot wall removal; Ben and Chelsey Perkins, construction of two walls and two closets to complete lower-level bedrooms; Heritage Village, foundation for a moved-in building and Brad Freitag, Amana furnace and Daikin air conditioner.

+ Mayor Mike Nelson closed the open meeting at 7:47 p.m. to open a closed meeting, per attorney/client privilege, on the topic of City of Mountain Lake v. Kenneth Yoder and Rachel Yoder. The closed meeting was closed and the open meeting reopened at 7:58 p.m. No action was taken.

+ Utilities Commission meets the second and fourth Thursdays of every month at 7 a.m.

+ Economic Development Authority (EDA) meets the second Friday of every month at 12 noon.

+ Lake Commission meets the second Monday of every month at 6:30 p.m.

+ Library Board meets the second Wednesday of every month at 4:45 p.m.

+ Police Commission meets the second Thursday of every month at 7 p.m.
